Thomas Reagan
Thomas Reagan has dedicated his life to service — first to his country, then to public safety, and now to students and veterans throughout the Quad Cities region. His leadership, advocacy, and commitment to helping others have made a lasting impact both on campus and in the community.
A Life of Service and Leadership
Thomas G. Reagan retired as a captain from the East Moline Police Department after more than 25 years of service in law enforcement.
Before beginning his policing career, Tom proudly served his country as a Gulf War veteran in the United States Marine Corps. During his military service, he spent more than four years with the First Light Armored Reconnaissance Battalion and also served as a Marine Combat Instructor of Water Survival.
Supporting Veterans and Students
In 2018, Tom joined Black Hawk College as Coordinator of Veterans Services, helping veterans successfully transition into higher education by connecting them with academic support, benefits, and campus resources.
In 2025, his role expanded to include oversight of Title IX and student conduct responsibilities, serving students on both the Quad-Cities Campus in Moline and the East Campus in Galva.
Tom earned an Associate in Applied Science degree from Black Hawk College in 1996 before completing a bachelor’s degree at Western Illinois University in 2000. He later earned an executive leadership certificate from the FBI National Academy in 2013 and completed a master’s degree in leadership in higher education from Western Illinois University in 2022.
Advocating for Education, Safety, and Veterans
Throughout his career, Tom has shared his knowledge and experience through presentations and lectures on topics including school violence, child safety, identity theft, veterans’ benefits, crime scenes, and the challenges associated with for-profit colleges.
His commitment to community service continues through his involvement with organizations including the Quad Cities Veterans Network, the Quad Cities Community Veterans Engagement Board, Junior Achievement USA, and the Optimist International.
Tom also helps organize community events supporting veterans throughout the region, including Veterans Experience Action Center events and Quad Cities Veterans Network meetups, continuing his mission of helping veterans access the support and opportunities they deserve.
